The competition is opened to composers under 33 years old on January 1st, 2017, from any country and enrolled in composition and/or orchestration training program in the European Union within the five last years.

First round

Applicants must write two movements, two minutes each, of a five movements work for orchestra on the theme “The Migrant’s Tale”. Applications will be closed on August 22nd 2016.

Second round

The selected candidates will compose the three others movements before November 14th 2016. A public reading session will take place on February 02nd 2017 in the Orchestra’s House (Alfortville, Paris district).

Instrumentation

The Orchestra cannot exceed the following instrumentation:

Strings: 16. 14 12 10 8
Woodwinds: 2 flutes (including piccolo).2 oboes. 2 clarinets.2 bassoons
Brasswinds: 2 horns. 2 trumpets
Percussions: 3 players (1 timpanist and 2 percussionists: 1 triangle, 1 snare drum, 1 keyboard-glockenspiel)

Work’s duration

The applicants must respect the duration: two pieces two minutes each. In case of non compliance with this rule, the application will be rejected.

Applicants must write on the score the metronome tempo of each mouvement.

Score must be anonymized

Foreword
Contemporary musical creation is a permanent feature in the Orchestre National d’Île-de-France’s
activities; it thereby develops an ambitious policy of commissions and creations of contemporary works. In
order to allow young composers to develop their knowledge of the world of symphonies, the Orchestre
National d’Île-de-France organises an annual composition contest known as Île de Créations [Island of
Creations], in partnership with Radio France, Musique Nouvelle en Liberté, Éditions Durand/Universal
Music Publishing Classical, SACEM [Société des auteurs, compositeurs et éditeurs de musique (Society of
Authors, Composers and Editors of Music)] and the Association Européenne des Conservatoires. Ivan
Fedele, composer and teacher, “Chevalier de l’Ordre des Lettres et des Arts”, teacher at the Academia
Nazionale di Santa Cecilia in Rome, Director of the Music section of the Venice Biennale, winner of the
Prix International “Arthur Honegger” 2016, will sponsor this fifth edition. He succeeds Bruno Letort, Marc
Clémeur, René Koering and Oscar Strasnoy.
This competition is aimed at students aged 33 or younger who are or were enrolled in a composition
and/or orchestration course in Europe. They should write a piece on the theme of “The Migrant’s Tale” for
the “Voyage avec Marcel Khalifé” programme put on by the Orchestre National d’Île-de-France from the
25th April to 7th May in Paris and Île-de-France. The winning piece will be broadcast on the radio during
Alla breve, a radio show dedicated to today’s music on France Musique, presented by Anne Montaron. 2.5
General rules
1. Objectives
– Allow young composers to confront their inspiration, expertise with a symphony orchestra and being
played in public and on the radio.
– Offer the French public a chance to discover the seedlings of musical creation from those trained in
Europe.
2. Candidate profile
The competition is open to composers below thirty-three years of age on 1st January 2017, of all
nationalities, enrolled or previously enrolled in a composition and/or orchestration course between 2012
and 2017 in Europe.
The candidates should be able to prove their date of birth and their enrolment in a composition and/or
orchestration course between 2012 and 2017 in an establishment within the European Union.
3. Aim of the competition
The candidate will compose an orchestral piece on the theme of “The Migrant’s Tale”. The piece should be
written specially for the competition, unpublished and unplayed (even in part).
The orchestra should not exceed the following classification:
Strings: 16.14.12.10.8
Woodwind: 2 flutes (or piccolos), 2 oboes, 2 clarinets, 2 bassoons
Brass: 2 horns, 2 trumpets
Timpani + 2 percussionists (triangle, snare drum, glockenspiel)
The piece should be in five movements of two minutes each, so a total of ten minutes. This condition is
imperative and suspensive. For the first round, only the first two movements should be provided. It is
requested that candidates write the metronomic tempo of each movement on the score.
Candidates are warned that the Orchestre National d’Île de France will only have two slots of one hour to
rehearse each piece selected for the final. The time of the rehearsal will be confirmed one month
beforehand.
4. Prizes
The winner as decided by the jury will receive the title of “Winner of the Orchestre National d’Île-deFrance’s
Île de Créations Competition 2017”.
The piece will be premiered by the Orchestre National d’Île-de-France as part of a series of concerts in
May 2017. The programme is as follows (subject to changes):

The winner will receive two invitations to the concerts in Île-de-France and four in Paris.
The piece played by the Orchestre National d’Île-de-France will be broadcast on France Musique during
the radio show Alla Breve in 2017. In light of this, the winner will receive the gross amount of €1000 (one
thousand euros) after the premiere of the piece. Éditions Durand/Universal Music Publishing Classical,
partners of Île de Créations, will edit the score. The winner’s prize will be awarded by Musique Nouvelle en
Liberté and Radio France.
The audience present at the final will vote for a piece to be named “People’s Choice”. The winner of the
People’s Choice award will receive a prize from the Orchestre National d’Île-de-France.
Application process
The candidate should submit their complete application on www.ulysses-network.eu before 22nd August
2016.
The candidate will be asked to complete the following details:
– Training and qualifications
– Professional experience
– Prizes and awards
– Optional: Membership number of a company for the collective management of intellectual property
rights
The candidate should attach the following documents to their entry form:
– Scan of a valid identity document (both sides)
– Catalogue of their work
– The two first movements of the score composed for Île de Créations 2017 on the theme of “The
migrant’s tale” in PDF version and anonymized.
Reception of application is sent to the candidate by email.
A candidate cannot apply to the competition more than twice.
The winner of a previous edition of Île de Créations cannot apply for the competition.
Selection procedure
1. Composition of the jury
The jury will be chaired by Enrique Mazzola, musical director of the Orchestre National d’Île-de-France.

st round: A selection committee made up of one composer, the sponsor of the competition and the
president of the jury will make the preliminary selection from the applications received. 4.5

nd round: The jury that will select the winning piece from those chosen by the selection committee will be
made up of composers, musicians from the Orchestre National d’Île-de-France, the conductor for the final,
representatives of France Musique, Musique Nouvelle en Liberté and Éditions Durand/Universal Music
Publishing Classical; a representative of SACEM will participate in the deliberations as an observer.
2. Selection process
• 1er round
The selection committee will choose a maximum of three scores from the applications received. The
candidates will receive the result of the first round the 19th September 2016 by email.
Applications will remain anonymous up to the announcement of the results.
• 2nd round
The composers who were successful in the first round will be put in touch with the Orchestre National’s
librarian, Mr. David Stieltjes, soon afterwards in order to prepare the orchestral material electronically,
according to the standards set out by him.

He should receive, by email and before 14th November 2016:
– A digital conductor’s copy of the whole score (five movements) in PDF format. Each movement
should last exactly two minutes (qualifying condition). Slight alterations may be made to the first two
movements.
– Digital copies of the individual parts of the whole score (five movements).
The conductor’s copy, and all future communication material on the subject of the piece, should be marked
“Commission of the Orchestre National d’Île-de-France, Île de Créations competition 2017”.
The jury will convene at the Maison de l’Orchestre National d’Île-de-France on Thursday 2nd February
2017 to select the winning piece from those that made it to the final. Each piece in the final will be played
in public by the Orchestre National d’Île-de-France, in the presence of the jury and the finalists.
The finalists agree to attend the rehearsals and read-through of the orchestra, which will take place
respectively on Tuesday 31stJanuary and Thursday 2nd February 2017 at the Maison de l’Orchestre in
Alfortville (to be confirmed one month beforehand).
Travels and transfers can be pay off by the Orchestre National d’Île-de-France on invoices.
3. Results
The results of the second round will be released to the finalists when the final results are published on
Thursday 2nd February 2017. 5.5
Creation and broadcast of winning work
1. Communication
The composers selected for the second round should send, before 1st November 2016:
– a short biography in French (maximum 1500 characters)
– a digital photo (minimum 300 DPI)
– a text presenting the piece (maximum 1000 characters)
– a recording and the score of one or two recent pieces

2. Editing
The conductor’s score and material for the winning piece will be edited by Durand/Universal Music
Publishing Classical. The winning composer should send their material to the editor within 48 hours of
nomination. They must file the piece with a company for the collective management of intellectual property
rights, in France or abroad.
3. Participation in rehearsals, concerts and educational activities
The winner agrees to participate in:
– rehearsals of his piece which will take place in April 2017 at the Maison de l’Orchestre. Confirmation for
these dates will be given in January 2017.
– the series of concerts in which his piece will be played: see General Rules, paragraph 4.
– cultural events organised around his piece for the Orchestra, especially meeting the public at concerts
and school meetings.
4. Radio recording and broadcast
The winner agrees to participate in the recording of his piece for Radio France as well as the arrangement
of the radio show Alla Breve. The date will be confirmed at least one month in advance.
The winning piece will be broadcast on the radio show Alla Breve during 2017. Radio France can play the
whole piece four times.
In light of the radio broadcasting, the composer will be protected by their company for the management of
intellectual property rights.
